Carlos joined the Land Portal as Data Officer in January 2016. He is a Linked Open Data specialist with wide knowledge and expertise in semantic web technologies, computer science, software design and development, human computer interaction, productivity and networking. He has previously worked for Previously the Fundación CTIC as a researcher of the Semantic Technologies Unit, and has taken part in several national and European R&D projects and initiatives. He holds a Masters of Science in Engineering and Computing Science from the University of Oviedo.

The Civil Peace Service (CPS) is a programme aimed at preventing violence and promoting peace in crisis zones and conflict regions. It aims to build a world in which conflicts are resolved without resorting to violence. Nine German peace and development organizations run the CPS together with local partners. The Civil Peace Service (CPS) is funded by the German Government. CPS experts support people on the ground in their commitment for dialogue, human rights and peace on a long-term basis. Currently, about 350 international CPS experts are active in 45 countries.
Flemish Interuniversity Council
The Flemish Interuniversity Council (Vlaamse Interuniversitaire Raad/VLIR) is a public utility foundation that was established in the 1970s. Within the VLIR, universities discuss matters that concern them all. They jointly formulate policy advice to the ministers responsible for education and research, and improve their internal effect through cooperation. Consultation themes include education policy, research policy, university management in the areas of finance and personnel, social services for students, diversity and equal opportunities.

United Nations Office on Drugs and Crime
The United Nations Office on Drugs and Crime (UNODC; French: Office des Nations unies contre la drogue et le crime) is a United Nations office that was established in 1997 as the Office for Drug Control and Crime Prevention by combining the United Nations International Drug Control Program (UNDCP) and the Crime Prevention and Criminal Justice Division in the United Nations Office at Vienna. It is a member of the United Nations Development Group and was renamed the United Nations Office on Drugs and Crime in 2002.
