The South Sudan Development Plan (SSDP) 2011-2013 is a national planning instrument adopted by the Government as a response to core development and state building challenges during the first three years of independence. It is based upon the theme of realising freedom, equality, justice, peace and prosperity for all. The plan identifies key development objectives for the new Republic of South Sudan and outlines priority programmes for achieving these objectives. It builds on the country’s strengths and opportunities, including abundant natural resources and an energetic and hard-working people, to address the challenges of establishing the new state, tackling poverty, low social indicators and the need to build sustainable peace and security for all citizens. The main objectives of the plan include: a) improving governance, b) achieving rapid rural transformation to improve livelihoods and expand employment opportunities, c) improving and expanding education and health services, and d) deepening peace building and improving security.The plan aims at eliminating food insecurity. To this end it lays down measures promoting intensive and extensive farming. Support will be given to improve preparedness for and effective response to food and agricultural threats and emergencies, and to increase the percentage of urban and rural population with access to potable water. The plan also aims at reducing maternal, infant and child mortality. In this context, nutrition policies, strategies and guidelines will be developed and implemented and the management and coordination of nutrition activities will be strengthened. The Food Security Policy Analysis and Nutrition Information System will be supported.With a view to making agriculture more productive and sustainable, the plan sets out measures for developing the agricultural and forestry sectors. These measures include the increase of crop production, reforestation and forest protection, as well as the increase of livestock and fishery production. The production and market supply of meat, poultry, fish, milk and other dairy products will be increased. The number of square kilometers of protected areas will be increased and protected area infrastructure will be developed. Further measures concern the sustainable management of water resources, the construction of water storage structures. Natural resources will be protected for the present and future generations by providing survey of wetlands and biodiversity.Moreover the plan aims at eradicating rural poverty. It supports producers' organizations and cooperatives, with special regard to rural youth and rural women. Agricultural extension services, research, training and projects aiming to improve rural livelihoods will be supported as well. Targeted groups receiving social transfers such as food, school feeding programmes, crop seeds, farming tools will be improved. Seeds will be provided to smallholder farmers.The plan lays down measures aimed at enabling more inclusive and efficient agricultural and food systems. These measures embrace animal health services (including epidemic surveillance), enhancement of marketing and investment capacity for the livestock and fisheries sector, capacity building. Research will be done on land tenure, land use and ownership and special regard will be given to mediation and arbitration on land disputes. Land policies and respective laws for land tenure security and conflict prevention will be developed, enacted and implemented. The irrigation infrastructure will be rehabilitated and constructed. Support will be given to access to inputs and technology, crop protection, irrigation and water harvesting, mechanization and post-harvest facilities.A national early warning system will be developed and national and local operational structures will be established. The monitoring and evaluation systems will be strengthened. An embankment for flood control will be enhanced.
