This Act established requirements for the management and protection of caves and their resources on Federal lands including indian lands, including allowing the land managing agencies to withhold the location of caves from the public, and requiring permits for any removal or collecting activities in caves on Federal lands. "Cave resource" includes any material or substance occurring naturally in caves on Federal lands, such as animal life, plant life, paleontological deposits, sediments, minerals, speleogens, and speleothems. The Secretary of Agriculture or the Secretary of the Interior, as appropriate, shall issue such Regulations as he deems necessary to achieve the purposes of the Act.
