The President, for the purpose of further improvement of land relationship, privatisation of land, simplification of the procedure of land allotment to citizens, decrees that privatisation of public and municipal land must be carried out in accordance with the legislation currently in force and with this Presidential Decree. Local administration must supervise over realization of the right of collective farmers and employees of state enterprises to unimpeded going out for the purpose of setting up peasant (individual) farms. The plots of land left after free-of-charge transfer of land to the members of collective farms, other agricultural cooperatives and joint-stock enterprises including those set up on the basis of state agricultural enterprises must be included into the stock of land subject to re-distribution. Local administration is entitled to organize tenders for the sale of land and its granting on lease with the right of subsequent purchase. In carrying out tenders for the sale of land and its granting on lease former land tenants, former members of collective farms (kolkhoz) and state agricultural enterprises (sovkhoz) that are going out for the purpose of setting up peasant (individual) farm sand other employees of the aforesaid enterprises have the preferential rights of purchase. Non-distributed plots of land are transferred or sold by normative price and in case of more claimants are sold by auction to citizens and juridical persons.
