This Act amends the Strata Titles Act with respect to, among other things: redefinition of strata plan; registration of a strata plan to subdivide building into lots and common property; resubdivision of lots of a registered strata plan; compensation to lessors in case of sale of rural lots; and powers of proprietors to create and register a strata plan of resubdivision in respect of common property.

This Order of the Minister of Lands and Natural Resources, for purposes of the Land Reform Act, sets out in the Schedule the Form for the application for subdivision of rural land.

Article 3 establishes that the Construction, Environment and Economic Office provides the basis for the ecological planning and building. The Regulation provides principles and procedures for the protection and proper utilization of agricultural lands.

This Decree validates the Statute of the Federal Committee on Land Resources and Land Survey. It establishes that the functioning of this Committee is regulated by the Russian Constitution, Laws, Rulings of the Congress of People's Deputies, Orders of the Supreme Soviet, Presidential and Governmental Decrees and Orders and by this Statute.

Le texte est formé par 73 articles répartis en 4 titres comme suit: Aménagement du territoire (I). Ce titre porte les chapitres suivants: Dispositions générales (I); Plans régionaux (II); Plans de secteur (III); Plans communaux (IV); Expropriations et indemnités (V); Remembrement et relotissement (VI); Révision des plans (VII).

This Decree validates the Statute of the Federal Committee on Land Policy. Federal Committee on Land Policy (GOSKOMZEM) is the Federal Authority that coordinates interministerial activity of the issues pertaining to the sphere of land relationship, functional regulation in this field, including the keeping up of land cadastre, valuation of land, land survey , state control over the use of land and the soil protection. Federal Committee on Land Policy has its local (territorial) branches at the regional level.

The Act consists of 55 sections divided into 9 Parts: Preliminary (I); Town and Country Planning Tribunal (II); Development Plans (III); Procedure for the preparation and submission of development plans and their modification and extension (IV); Permission required for development and subdivision of land (V); Compensation for refusal or conditional grant of planning permission (VI); Acquisition of land (VII); Regional plans (VIII); General (IX).Section 3 defines the sphere of application of the Act.
