This Act amends the Strata Titles Act with respect to, among other things: redefinition of strata plan; registration of a strata plan to subdivide building into lots and common property; resubdivision of lots of a registered strata plan; compensation to lessors in case of sale of rural lots; and powers of proprietors to create and register a strata plan of resubdivision in respect of common property.

Article 3 establishes that the Construction, Environment and Economic Office provides the basis for the ecological planning and building. The text consists of 74 articles divided into 7 Parts as follows: Planning (I); Development (II); Land consolidation (III); Construction regulations (IV); Building permit and building permit proceedings (V); Costs (VI); Final provisions (VII). Four Annexes are enclosed.

This Decree validates the Statute of the Federal Committee on Land Policy. Federal Committee on Land Policy (GOSKOMZEM) is the Federal Authority that coordinates interministerial activity of the issues pertaining to the sphere of land relationship, functional regulation in this field, including the keeping up of land cadastre, valuation of land, land survey , state control over the use of land and the soil protection. Federal Committee on Land Policy has its local (territorial) branches at the regional level.
