This research reviews laws and policies and estimates just and fair compensation for the communities affected by the Lower Sesan 2 dam (LSS2). The research comprised desk research, focus group discussions, key informant interviews and survey interviews conducted among 378 randomly selected community members in 9 purposively selected villages. The author found that compensation amounts demanded by the community, company and government were quite different.

In May 2010, the Cambodian Government approved a circular on "resolution of temporary settlement on land which has been illegally occupied in the capital, municipal, and urban areas" (Circular 03). The aim of this report is to highlight some of the issues arising from Circular 03 as a policy document, and draw attention to the opportunities and risks arising from its implementation.

Under the motto 'old policies, new action', in June 2012 the Cambodian Prime Minister initiated a massive land registration campaign on untitled former forest land. Unauthorised settlers and other long-term users of these lands, including those inside Economic Land Concessions, had been considered illegal before. Those of them who are poor now receive full property title by way of donation.

This article looks at World Bank and German land sector support and highlights the challenges these actors have faced in ensuring effective implementation of land sector reform in Cambodia. The author outlines the history of Cambodia's relationship with the World Bank and key milestones in Germany's involvement.
