A conference paper on the topic of state land management in Cambodia. The author discusses the legal framework, governance and empowerment, land valuation, state land leasing, concessions and land use planning. They conclude with policy recommendations. Presented at the 7th FIG Regional Conference, "Spatial Data Serving People: Land Governance and the Environment", in Hanoi, October 2009.

Tài liệu “Chồng lấn quyền sử dụng đất: Thách thức cho quy hoạch và quản lý rừng đặc dụng ở Việt Nam” tổng hợp một số đánh giá ban đầu từ các nghiên cứu của Trung tâm Con người và Thiên nhiên (PanNature), Trung tâm Tư vấn và Quản lý Tài nguyên (CORENARM) cùng Trung tâm Phát triển Nông thôn miền Trung (CRD) trong năm 2014 về hiện trạng chồng lấn quyền sử dụng đất trong hệ thống rừng đặc dụng Việt Nam.

Eight years have passed since the enactment of the 2001 Land Law, which established a framework for the recognition of land and property rights throughout Cambodia. In 2002 the multi-donor supported Land Management and Administration Project (LMAP) was initiated in order to implement key parts of the law and further develop the legal framework. LMAP has since been the key focus for the development of the Cambodian land sector. The project was due to end in December 2009.

Forest Reserve of which size is 5 hectares and 1,299 square meters located in Takrouk Village, Treng Commune, Ratanak Mondol District, Battambang Province, was privatized and granted as social land concessions to 41 families.

This Sub-decree is about the downsized land in total of 3393 hectares, including (1) 3310.17 hectares from land concession of TPP Company and (2) 82.83 hectares from economic land concession of Sophorn Theary Peanich Co. Ltd, and the reclassification of the 2756.89 hectares of state public land as state private land for the granting of ownership to the people who have been occupied and the 636.11 hectares of land shall be kept for public benefits and physical infrastructure in Chong Spean village, Khvav commune, Chi Kreng district, Siem Reap province.

The forest reserve of which size is 474.94 hectares in Tros commune and Korki commune, Romeas Hek district, Svay Rieng province was privatized for social land concessions.

The 3636 hectares of state land from forest cover 2002 located in Ampil Pram Daeum commune, Bavel district, Battambang province was privatized for social land concession project to allocate to former armed forces and their families, and general poor people.

The 410 hectares of state land from forest cover 2002 located in Yeang commune, Choam Ksant district, Preah Vihear province was privatized for social land concession to grant the land to the Army Paratrooper Special Forces Brigade 911 for resident and family farming.

The aim of this sub-decree is to privatize a land of which size is 18,838 hectares from the Forest Cover 2002 in Kampong Domrie commune, Chlong District, Kratie province, for social land concessions and other developments.

The state land in amount of 1154 hectares from forest cover 2002 in Taing Samrong commune, Phnom Srouch district, Kampong Speu was privatized for social land concession to allocate to former armed forces and their families.

The forest reserve of which size is 2,111 hectares located in Koun Kriel commune, Samraong district, Oddar Meanchey province was privatized​ to grant social land concessions and develop the area for military development.
