The Decree establishes that: 1). Landlord property rights are abolished immediately without any compensation. 2). Landlord country property, as well as other appanage land, monastic land and ecclesiastical land with all agricultural implements, livestock, manor houses and equipment are transferred to the disposal of the Provincial Land Commissions and the District Soviets of Peasant Deputies till the settlement of the land issue by the Constituent Assembly. 3).

The President, for the purpose of further improvement of land relationship, privatization of land, simplification of the procedure of land allotment to citizens, decrees that privatization of public and municipal land must be carried out in accordance with the legislation currently in force and with this Presidential Decree.

The President, for the purpose of strengthening state control over the use and protection of land, increasing liability of citizens, officials and juridical persons for the infringement of land legislation for the period of carrying out land reform, decrees that till the promulgation of Basic land legislation citizens, officials and juridical persons are liable to administrative fines in the following cases: 1) For the infringement of urban planning documentation as regards the allotment of land, illegal actions of officials that cause unauthorized seizure of land.

This Law concerns the use of agricultural farmland in Bulgaria. Agricultural land shall be the property of citizens, the State, municipalities, cooperative enterprises and other legal persons. Political parties and other bodies with a political aim shall, foreign countries, foreign legal persons and legal persons with foreign legal participation shall not be able to own agricultural lands.

The Federal Law consists of XIV Chapters that contain 79 articles. Article 5 establishes that the property that can be object of mortgage includes plots of land, except for public or municipal land, agricultural land that makes part of stock of land belonging to agricultural organizations, peasant farms and personal plots of land used for subsidiary small-holding in accordance with the present Federal Law.

This Law determines the general principles of payment and collection of land charges in the city of Moscow, the types of preferential terms and the modalities of their concession, as well as the competence of state institutions and local administration of the city of Moscow in the sphere of regulation of land tenure requiring payment within the boundaries of the city of Moscow. The document contains 17 Articles. Article 1 introduces the general terms. Article 2 specifies the types of rights to the plots of land. Article 3 introduces charges for land tenure.

The Government decrees to validate the Regulation. The Interministerial Co-ordination Commission functions for the period of effect of the Agreement between the Russian Federation and the International Bank for Reconstruction and Development concerning the land based credit for putting into effect land reform.

The Government of Moscow and the Committee on Land Resources and Land Survey note that under the conditions of ongoing economic transformation in the city of Moscow increases the importance of keeping state land cadastre.

The President, for the purpose of maintenance of realization of the property rights on ground of the citizens, legal persons and state, acceleration of becoming and effective regulation of the market of grounds of the occupied items, other grounds of not agricultural assignment, engaging of the investments for development of the occupied items, increase of receipts in the budget, decrees to approve the Basic directions of development and regulation of market grounds of the occupied items, of other grounds of not agricultural assignment (according to the Annex).

The President of State Committee on Land Policy, for the purpose of ensuring the realization of Federal Special Program (FSP) “Development of land reform in the Russian Federation for the period of 1999-2002”, orders to validate operation plan of the Committee (GOSKOMZEM) regarding the realization of the Program. Department of Land Reform and Land Survey is authorized to carry out the arrangements for the realization of the provisions of Federal Special Program and the methodical support of the drawing up of the regional programs of the development of land reform.
