The land from forest cover 2002 in total amount of 3753 hectares, including 4 locations such as Svay Chreah commune of Snoul district for 777.90 hectares, O'Krieng commune of Sambor district for 352.64 hectares, Kbal Damrei commune of Sambor district for 1122.46 hectares and Chambok commune of Preak Prasab district for 1500 hectares in Kratie province was privatized for social land concession to allocate to former armed forces and their families, and general poor people.

Throughout the Netherlands, land owners (or their lessees) use adjacent public or private land without any right. There is, however, no scientific empirical data on how often and where land is illegally used. On the basis of empirical case studies, this research has the following aims: make an estimate of how often illegal land use occurs in the Netherlands; which kind of land is illegally used; in what kind of spatial context it is illegally used; and for what purpose it is illegally used.

The Deputy Minister of Public Works presented the latest version of the Expropriation Bill, with some amendments that had been proposed by the Committee or other commentators at earlier sessions. Members firstly wanted to clarify whether this Bill was not preventing other spheres of government from exercising expropriation powers, and the Deputy Minister clarified that any such processes would have to be in line with legislation and following the precepts of Chapter 3 of the Bill.

The Committee continued with the deliberation on the official list of proposed amendments to the Bill (A-list) accompanied by the B version of the Bill incorporating all the proposed amendments into the Bill. A UDM MP wanted to know how it was possible to make reference to sections 12 and 13 of the Expropriation Act of 1975 in clause 29(1)(b) while this law had been repealed in clause 31. It seemed superfluous to make reference to an Act that had been repealed.

The Committee met to deal with the two proposed amendments that had been made by the National Council of Provinces (NCOP) on the Expropriation Bill [B4B-2015]. The first amendment aimed to increase the number of days in which the municipal manager must inform the expropriating authority, in writing, of charges from 20 days to 30 days, if land which had been expropriated is subject to municipal rates.
