“Director” now means the Director of the department responsible for land" (sect. 1). Section 3, here repealed, concerned the appointment of the Director of Land Records. Consequentially, a reference in any other Act or instrument to the Director of Lands Records shall be to be a reference to the Director of the department responsible for land. The new section 32B empowers the Minister to extend the term of a lease of public land that is less than 75 years to 75 years, subject to fulfilment of certain conditions.

This Regional Law establishes the value of public or municipal land destined for sale to the owners of edifices and construction located thereon. The price of public or municipal land shall be equal to two and a half percent of cadastre value in case of sale to commercial organizations, individual entrepreneurs, citizens and non-commercial organizations that are owners of the aforesaid constructions and edifices.

This Circular amends Circular No. 117/2004/TT-BTC guiding the implementation of the Government’s Decree on the collection of land use levies. A new point shall be added to section IV, Part A determining the calculation of payable land use levies. Point 3, section III of Part B, which provides for the case where land is leased by the State, is amended. A new point 3 shall be added to section I, Part D dealing with the determination of land use levies. Amendments have been made to point 2 and 3 of section III, Part D dealing with problems in land use levy payments.

The present Regulations are made under the Lands Act. In particular, the Regulations provide for the control of development activities in the St. John’s Urban Region. Section 4 lays down provisions relating to the control of development and establishes that a development shall not be carried out within the development area described in the Schedule except in accordance with the present Regulations. The text consists of 25 sections.
