This Decision approves the inventory list of the immovable State properties administered by the drainage boards that will be transferred to the administration of the Ministry of Agriculture, Food and Consumer Protection. There are 16 drainage boards with a total of 795 inventory sheets and 11 957 properties.

This Order establishes that granting on lease of the plots of land located within functional areas of national parks for recreational use shall be carried out in accordance with the Federal legislation on land and protected areas. Object of lease can be the following functional areas of national parks: (a) areas of tourism and education; (b) recreational areas; and (c) tourist service areas. This Ordinance concerns the right to sue the Crown and liability of the Crown in tort. It sets out rules of procedure of proceedings 0against the Crown. In any proceedings against the Crown for the recovery of land or other property the court shall not make an order for the recovery of the land or the delivery of the property, but may in lieu thereof make an order declaring that the plaintiff is entitled as against the Crown to the land or property or to the possession thereof.

Article 4 shall be amended to add the following wording: “Supreme regional executive body in the sphere of land relations shall set forth the modalities of transfer of public land to the category of protected areas of regional significance and protection thereof in accordance with the legislation of the Russian Federation”.

Article 6.1 shall be amended to add the following wording: “Plot of agricultural land allotted on lease on condition of permanent (open-ended) land tenure as a result of renewal of lease contract or renewal of the right of hereditary possession of such land with the right of lease can be purchased in ownership by lease holder at the cost of 15 percent of cadastre value of such plot of land”.

This Presidential Decree regulates the transfer of land owned by legal persons, including enterprises with foreign investments. It does not apply to non-residents. Transfers of land shall be carried out for payment by decision of the President. Proceeds from sale of land shall be used for soil conservation, improvement of soil fertility and land surveys.
