Ce décret fixe les règles particulières applicables aux titres constitutifs de droit réel sur le domaine public de l'Etat compris dans les limites administratives des ports qui relèvent de la compétence des départements. Le titre d'occupation, quelle que soit sa forme, est délivré, après consultation du préfet, par le président du conseil général ou par le concessionnaire lorsque les termes de la concession le prévoient expressément.

La durée des baux de chasse consentis par l'Etat sur le domaine public fluvial, pour la période du 1er juillet 1994 au 30 juin 2000, est prorogée jusqu'au 30 juin 2001 aux conditions du cahier des charges du 28 janvier 1994 fixant les conditions générales de la location par l'Etat du droit de chasse au gibier d'eau sur le domaine public fluvial pour la période du 1er juillet 1994 au 30 juin 2000.

The present Law regulates relations between the State and its authorized bodies and legal and natural persons in the process of privatisation of state property. Article 4 defines the basic principles of privatisation. The Government of the Republic of Tajikistan, within the limits of its competence, shall: manage the process of privatisation of state property in the Republic of Tajikistan; approve programs for the privatisation of state property; establish the order and methods of valuation for objects, subject to privatisation make other decisions on privatisation issues.

An Act to regulate the ownership and administration of Ratchaphatsadu land. "Ratchaphatsadu land" means every immovable property, which is State property except the following domaine public of State. There shall be a committee called "Ratchaphatsadu Land Committee" consisting of minister and other State officials. The Committee shall have duties to lay down policies, rules and procedure concerning the supervision, maintenance, utilisation and management of Ratchaphatsadu land. The rules and procedure prescribed by the Committee shall be in the form of Ministerial Regulation.

This Act regulates the right of use of public and private lands of the Overseas territories. It consists of 33 parts specifying the conditions to be satisfied, in order to exploit occupied and non-occupied land for different uses. It establishes the requirements to be met in order to benefit from a land concession, or to obtain a permit for land leasing.

This Decree validates Federal Law on the amendments to article 12 of the Law concerning royalties for the use of land. This Federal Law was previously adopted by the State Duma (Lower Chamber) of the Federal Assembly (Parliament)) on 13 October 2000 in accordance with article 106 of the Russian Constitution.

The purpose of this Decree is to set up the structure of local branches of the Ministry of Natural Resources of the Russian Federation and to define their sphere of competence at the local level. The Minister emphasises that some local branches of the Ministry are entitled to administer and manage public land and public water at the regional level while these tasks pertain to the sphere of competence of the regional authorities. This Decree reforms the actual structure by validating 87 existing committees at the regional level and by setting up 13 newly-created committees.

Presidential Decree No. 483 of 1998, regarding the structure of the Federal Administration", established the creation of the Federal Ministry on Land Policy. Considering the accomplishment of the land reform a crucial economic, social and political issue, the State Duma recommends the President to transfer the functions of the State Committee on Land Resources and Land Survey to the Ministry of Agriculture and Food. This measure, according to the State Duma, would facilitate the accomplishment of the land reform.

After examination of the Federal Law the "Land Code", adopted by the State Duma 22 April 1998, in accordance with the Article 106 of the Russian Constitution, the Council of the Federation decrees to ratify it.

The purpose of this Order is to guarantee the accomplishment of the Presidential Decree No. 337 of 1996 "On carrying into effect the constitutional right of the citizens on land". This Order entitles the State Committee on Land, in accordance with the Ministry of Agriculture and Food and the Ministry of Justice, to validate the forms of contract dealing with the transfer of the land shares in leasehold to agricultural enterprises, farmers, to stock capital of the agricultural enterprises.
