The social and solidarity economy (SSE) is an emerging sector of the European economies. It’s importance is demonstrated by millions of employees and significant share of GDP. In recognition of its perceptivity, ministries dedicated to SSE have been established in many countries. However, there is a lively debate about on the definition of SSE itself. Opinions on the role of employment, the relations to governments and attitudes to competitiveness differ from each other. In the first part of my paper a clarification of the conceptual issues will be summarized.

Inclusive businesses (IBs), embodying partnerships between commercial agribusinesses and smallholder farmers/low-income communities, are considered to contribute towards rural development and agricultural sector transformation. Structured as complex organizational set-ups consisting of, and overcoming the limitations of, standard inclusive instruments (collective organization, mentorship, supply contract, lease/management contract and equity), they allow for the inclusion of smallholders and low-income communities into commercial agricultural value chains.

The Chairperson introduced the first day of public hearings on the Recapitalisation and Development Programme (RADP) in the agricultural sector by noting that the Committee had done oversight in the Northern Cape of the farms that were beneficiaries of the programme, and now wanted to hear the outcomes of the independent evaluation of the programme, and also hear from beneficiaries.

The Committee on Rural Development and Land Reform was briefed by the Commission on Restitution of Land Rights (CRLR) on its 2014/15 annual report. The Commission had exceeded its targets by settling 428 new claims against a target of 379; finalising 372 claims against a target of 239; approving 119 projects against a target of 53; researching 1 525 claims against a target of 1 445; establishing 14 operational claims lodgement offices; and acquiring four mobile lodgement offices.
