The Uganda Legal Information Institute (ULII) is an internet facility that provides the public with legal information relating to Uganda, with a view of promoting and supporting the rule of law.


ULII publishes public legal information- that is decisions of courts, legislation and some publicly available secondary legal materials created by public bodies for purposes of public access, for example the Justice Law and Order Sector(JLOS), the Uganda Law Reform Commission and the Uganda Law Reform Commission (ULRC).


ULII has obtained the kind assistance of the Southern African Legal Information Institute (SAFLII) and the AfricanLII (African Legal Information Institute) in its development and is a member of the free access to law movement.


The Law Reporting department is a department of the Judiciary of Uganda and is currently operating at the Judicial Studies Institute. The department carries out various activities including on-line publication of case law and laws of Uganda.


The Uganda legal information institute (ULII) is an internet facility that provides the public with legal information relating to Uganda, with a view of promoting and supporting the rule of law. The website can be accessed on www.ulii.org.


ULII publishes legal information that is: legally significant decisions of courts, legislation, treaties and some publicly available secondary legal material created by public bodies for purposes of public access for example the JLOS (Justice Law and Order Sector) and the ULRC (Uganda Law Reform Commission).


The decisions of court that are published are from all courts of record, that is; the Supreme Court, Court of Appeal, Constitutional Court, High Court, Commercial Court, as well as CADER(Centre for Arbitration and Dispute Resolution) together with an electronic citation for each decision.


 


Objectives:


  1. Improve on-going collection of case law in electronic format from courts of record
  2. Ensure completeness of the database for covered years for all courts
  3. Scanning of older collection
  4. To digest the judgments to enhance the textual search capacity online
  5. Improve use of the website by conducting training and promotion
  6. Publish law reports from the case law already online.
  7. Publication of treaties entered into by the government of Uganda with other government and international organisations.

Distress for Rent (Bailiffs) Act 1933 (Cap. 76).

This Act prescribes that a person, other than a landlord or his or her attorney or the legal owner of a reversion, shall only act as bailiff to levy any distress for rent if authorized by a certificate of a certifying officer. A certificate may be general or apply to a particular distress or distresses. Any person, required by this Act to hold a certificate as a bailiff, who levies distress for rent without a certificate, shall be, without prejudice to any civil liability, liable to a specified fine.

Emergency Powers Act 1968 (Cap. 297).

This Act grants powers to the Minister to make emergency regulations during an emergency proclaimed by a Proclamation issued under article 110 of the Constitution. The Regulations may, among other things, authorize the acquisition on behalf of the Government of any property, including land.

Development Loans Fund Act 1967 (Cap. 234).

This Act provides for the continuation of the Development Loans Fund established under the African Loans Fund Act and provides with respect to its administration. The Fund may provide loans for purposes including: the development, purchase, maintenance and improvement of lands; the discharge of liabilities incurred in respect of the development, maintenance and improvement of lands; the purchase of supplies including fertilizer, machinery required for cultivation; and the purchase of livestock.

Administration of Estates of Persons of Unsound Minds Act 1951 (Cap. 155)

This Act concerns the administration of estates, including immovable property, of persons of unsound mind and provides for court actions and proceedings for the purpose of establishing administration. The Act also assigns powers to the Chief Justice to make Rules.

Access to Roads Act 1969 (Cap. 350).

This Act prescribes that, where the owner of any land is unable through negotiations to obtain leave from adjoining landowners to construct a road of access to the public highway, he or she may apply to the land tribunal for leave to construct a road of access over any lands lying between his or her land and the public highway. The tribunal shall serve a notice on the owner of land affected and shall organize a hearing. An order of the tribunal to grant access for the construction of roads may be revoked upon application by an owner of adjoining lands.
