The Uganda Legal Information Institute (ULII) is an internet facility that provides the public with legal information relating to Uganda, with a view of promoting and supporting the rule of law.


ULII publishes public legal information- that is decisions of courts, legislation and some publicly available secondary legal materials created by public bodies for purposes of public access, for example the Justice Law and Order Sector(JLOS), the Uganda Law Reform Commission and the Uganda Law Reform Commission (ULRC).


ULII has obtained the kind assistance of the Southern African Legal Information Institute (SAFLII) and the AfricanLII (African Legal Information Institute) in its development and is a member of the free access to law movement.


The Law Reporting department is a department of the Judiciary of Uganda and is currently operating at the Judicial Studies Institute. The department carries out various activities including on-line publication of case law and laws of Uganda.


The Uganda legal information institute (ULII) is an internet facility that provides the public with legal information relating to Uganda, with a view of promoting and supporting the rule of law. The website can be accessed on www.ulii.org.


ULII publishes legal information that is: legally significant decisions of courts, legislation, treaties and some publicly available secondary legal material created by public bodies for purposes of public access for example the JLOS (Justice Law and Order Sector) and the ULRC (Uganda Law Reform Commission).


The decisions of court that are published are from all courts of record, that is; the Supreme Court, Court of Appeal, Constitutional Court, High Court, Commercial Court, as well as CADER(Centre for Arbitration and Dispute Resolution) together with an electronic citation for each decision.


 


Objectives:


  1. Improve on-going collection of case law in electronic format from courts of record
  2. Ensure completeness of the database for covered years for all courts
  3. Scanning of older collection
  4. To digest the judgments to enhance the textual search capacity online
  5. Improve use of the website by conducting training and promotion
  6. Publish law reports from the case law already online.
  7. Publication of treaties entered into by the government of Uganda with other government and international organisations.

Physical Planning Act (No. 8 of 2010).

This Act establishes the Town and Country Planning Board and provides for establishment of District physical planning committees, Urban physical planning committees and Local physical planning committees. The Act also provides for approval, etc. of national and regional physical development plans and for authorization and control of development.The Board shall, among other things, advise the government on all matters relating to physical planning and hear and determine appeals lodged by persons or local governments aggrieved by the decision of any physical planning committees.

Local Governments (Functions of a Town Board) Instrument, 2006 (S.I. No. 21 of 2006).

This Instrument, made by the Minister responsible for local government by section 48A of the Local Governments Act (as amended by the Local Governments (Amendment) Act, 2005), specifies functions of a town board. A town board shall, among other things, be engaged in waste management, urban planning and control of stray animals.

Land (Amendment) Act, 2010 (No. 1 of 2010).

This Act amends the Land Act by inserting a new section (32A). It also amends sections 31, 35, 59, and 92. Section 32A provides that a lawful or bona fide occupant shall not be evicted from registered land except upon an order of eviction issued by a court and only for non-payment of the annual nominal ground rent. Section 92 is consequentially amended. Section 59 concerns functions of district land boards and declares transactions or allocation of land carried out by a board to be null and void if in contravention with specified provisions.

Local Council Courts Act, 2006.

This Act establishes a local council court at every village, parish, town, division and sub-county level. Council courts shall consits of all members of the executive committee in case of a village or parish and of five members appointed by the town council, division council or sub-county council on the recommendation of the respective executive committee in case of town councils, division councils or sub-county councils.

These Regulations, made under section 45 of the Local Council Courts Act, 2006, provide with respect to the composition, management, operation, jurisdiction and procedure of the Local Council Courts and provide for some other matters such as fees and costs to be awarded by the courts. The Regulations also provide for appeal against decisions of local courts. Jurisdiction of local courts shall include the trial and determination of disputes in respect of land held under customary tenure, trespass and damage to property.
