Article 12 shall be amended to add the following wording: “Contract of lease of agricultural land pertaining to regional or municipal property shall be concluded for the period from three to nine years, except for cases established by the Federal legislation”.
Article 90 shall be amended to add the following wording: “In order to prevent negative anthropogenic impact upon protected areas, including state nature reserves, national parks, natural parks and nature monuments on adjacent land areas and waterbodies shall be constituted protection areas”.
The scope of this Regional Law shall be to insert particularly precious agricultural land into the list of land areas that cannot be used for other purposes.
This Law establishes and regulates the modalities of organization and functioning of local government. Local government shall exercise executive power at local level.
This Regional Law establishes the particulars of turnover and land-use planning of agricultural land. Minimum consolidated agricultural land area resulting from privatization shall be 60 ha.
This Law, consisting of 6 Chapters, establishes the legal regime for urban land planning. It specifies the requirements to be satisfied in order to perform any urban operations, including allotment, urbanization, construction and use and conservation of buildings.

This Law establishes basic principles of organization of a daihan (peasant) farm and legal grounds for the functioning thereof. Daihan (peasant) farm shall be considered agricultural enterprise set up by one o several families with a scope of performing agricultural production.
