The President, with a view of developing agro-industrial sector and improving mechanism for the provision of state support to the entities operating in the agro-industrial sector, decrees as follows: (a) state agrarian policy shall be aimed at providing incentives for raising efficiency in the agro-industrial sector based upon specialization of agricultural production, rational land tenure and state support of agro-industrial complex; and (b) the main objectives of the state agrarian policy shall be: raising competitiveness of agricultural commodities; formation of the efficient market of agricultural commodities; creation of favorable investment environment; ensuring the right to food for citizens; sustainable development of rural areas; conservation and reproduction of natural resources used for agricultural production. ). The document states several declarative objectives: (a) improving the competitiveness of agricultural products, raw materials and food in order to balance the domestic food market and enhance agrofood exports; (b) forming of an effective market for agricultural products, raw materials and food with developed infrastructure, which implies gradual transition to free pricing, increase in the efficiency of agricultural production; (c) creation of a favourable investment climate and attraction of investments into the agriculture sector; (d) assistance to structural changes in the agricultural sector, including changes in property and production relations that would guarantee development of agricultural companies of any ownership form; (e) maintaining the parity of price index for industrial products, work (services) used by agricultural producers as input factors and the price index of agricultural products; (f) ensuring citizens' rights to adequate food, including provision of domestic food aid to socially vulnerable groups of the population; (g) sustainable rural development, rural employment, improvement of quality of life of rural population, including increase of the remuneration of workers employed in agriculture; and (h) preservation and reproduction of natural resources used in the production of agricultural products, raw materials and food. According to the Belarusian legislation, agricultural policy declares following principles: the unity of the market for agricultural products, raw materials and food that ensure equal conditions for competition in this market; participation of agricultural enterprises in government programs on the base of free competition; consistency of the policy measures supporting agriculture.
