Order No. 489 of the Ministry of Agrarian Policy and Food validating the Regulation on the procedure for normative monetary valuation of urban land.

This Order sets forth the procedure for normative monetary valuation of urban land. The information base for normative monetary valuation of urban land shall be the general land-use planning schemes of urban areas, territorial zoning schemes and detailed plans of territories, information of the State Land Cadastre, land inventory data and state statistical reporting. At the basis of the normative monetary valuation of urban land shall be the capitalization of rental income revenues depending on the location of the urban land area in the national, regional and local systems of production and distribution of the population, the classification of its territory and quality of land, with the consideration of the climatic and engineering-geological conditions, the architectural- landscape and historical and cultural value, ecological status, functional land use. Urban land includes land of all categories with the consideration of the main purposeful (specific) use thereof, located within administrative boundaries of urban areas.
