China will create at least 800 million mu (53.33 million hectares) of high-quality farmland by 2020, according to the Plan.n the context that global grain security is still in very severe situation, the grain security situation in China is not optimistic as well. China still needs to seek new breakthroughs in the quality and yield of farmland. The construction of high standard capital farmland is the important premise to guarantee national grain security. On this basis, this Plan has proposed the methods and measures to construct high-standard farmland and lay a solid foundation for grain security in China. As mentioned above, the Plan has set a goal of cultivating 400 million mu in high-standard farmland by 2015 and a total of 800 million mu by 2020. China will invest 1,000 yuan ($164.1) to 2,000 yuan per mu to increase yields by an average of 100 kg per mu.The soil of the farms will be richer in organic content and less contaminated, according to the Plan. The high-standard farmland will be highly productive to ensure stable yields, cultivated in an environmentally-friendly manner and able to withstand floods and droughts. The farmland will only be used for agricultural production and protected against other purposes.
