This Regional Law regulates legal relations in the sphere of conservation, management, utilization, promotion and also state protection of the objects of cultural heritage. Authorized regional state institution in the sphere of conservation, management and protection of the objects of cultural heritage shall perform the following plenary powers: (a) state control and registration of the objects of cultural heritage; (b) formation of state register of the objects of cultural heritage; (c) state historical and cultural expertise of the objects of cultural heritage; (d) elaboration of land-use planning schemes and establishment of protection areas of localities and site containing objects of cultural heritage; and (e) issuance of orders for suspension of groundwork, drainage and land reclamation that could damage objects of cultural heritage.
