The scope of this Federal Law shall be land use planning with a view of developing housing construction. This Federal Law establishes the modalities of setting up the authorized federal institution Russian Housing Development Fund (RHDF) with a view of promoting housing construction, development of plots of land for housing construction and territorial planning and development, and also land use planning. The aforesaid Fund shall carry out auction sale of the plots of land, transfer of land to public and municipal ownership, land consolidation and conclusion of land lease contracts for the purpose of promotion of housing construction.
