This Decision approves the planning on the construction of the northern coastal region.The planning aims at developing the northern coastal region into a general economic region and at building a wide system of infrastructure to facilitate economic development and environmental protection.The planning, among other things, shall include: land use planning; the protection of natural areas including low river basins, flood drainage areas, sea dykes, national parks, biosphere reserves and agricultural areas; the protection of surface water and groundwater sources; the collection and treatment of solid waste; the protection of the environment and of the sea environment; and agricultural and rural development.
