In particular, the aim of the Law is to develop and secure the whole territory of Bavaria with a view to town and country planning thus creating and conserving healthy living and working conditions.
The present Law introduces some substantial amendments to the Upper Austria Soil Protection Law 1991.

The present Act lays down provisions relating to land consolidations. Article 1 establishes that to improve production and working conditions in agriculture and forestry, as well as to improve general land use planning and land development, owned land may be consolidated.
