This Regional Law regulates relations in the sphere of organization, protection and management of protected areas of regional and local significance. Constitution and operation of protected areas shall be based upon the following principles: (a) priority of conservation of natural ecosystems, landscapes and natural complexes; (b) use of protected areas for ecological education of the population; (c) planned and scientifically substantiated development of protected areas; (d) regulation of economic activities within the boundaries of protected areas; and (e) public participation in organization, protection and conservation of protected areas. Protected areas shall be classified as follows: (a) natural parks; (b) nature monuments; (c) dendrological parks and botanical gardens; (d) protected natural complexes; and (e) tourism and recreational areas.
