This Instruction establishes that market price of the right of lease of a plot of land depends on legal power of the land tenant, the period of land tenure, encumbrance of the tenancy right, the rights of other persons to the plot of land, purposeful use and authorized use of the plot of land. Market price of the right of lease of a plot of land depends on the expected amount of income, duration and probability of acquisition of income from lease of land on condition of the most efficient management of the plot of land by land tenant. Land evaluator in the process of land valuation shall use cost-plus, relative and income generating approach based on availability and reliability of information.
