Indigenous communities in Cambodia are legally recognized and should thus have been protected by the Land Law and the Forestry Law, entitling them to communal land titles. A number of national and international instruments including the Cambodian Land Law of 2001, the UN Declaration on the Rights of Indigenous Peoples, the ILO Convention no. 169 on Indigenous and Tribal Peoples and the World Bank Safeguard Policy recognize both collective and individual Indigenous Peoples’ rights.

This case study discusses the mass eviction that took place on 21 March 2005 in Kbal Spean village, near the Thai-Cambodian border at Poipet. The eviction resulted in deaths and injuries and the temporary detention of a large number of villagers. Journalists and staff of various Non-Governmental Organisations (NGOs) witnessed the eviction, and the case was heavily reported in the media. The extent of the violence and injuries shocked the public.

This report compares independently-gathered household data from four communities located along railroad tracks in Phnom Penh to data gathered by the Inter-Ministerial Resettlement Committee (IRC) in charge of the resettlement of households along the railways. Based on comparative data from 70 households, the report finds significant and widespread anomalies in the data gathered by the IRC. In the majority of cases, data collected by STT shows households are eligible to receive higher rates of compensation than those proffered by the IRC.

Instead of promoting rural development and poverty reduction, economic land concessions have compromised the rights and livelihoods of rural communities in Cambodia.

Order 01 on Measures for Strengthening and Increasing the Effectiveness of the Management of Economic Land Concessions (Order 01) declared a moratorium on the granting of new ELCs and called for a review of existing concessions. This was expanded one month later when the Prime Minister formally announced a new nationwide land titling campaign. This report sets out to fill in some of the information gaps around Order 01, and to assess the major criticisms of the campaign.

A study summarising existing information related to land issues and governance of indigenous communities, and assessing the impact of economic land concessions on indigenous communities in the northeast of Cambodia. The study explores land acquisition, land regulation and governance practices, and the consequences for indigenous peoples in terms of livelihoods, agricultural systems and socio-cultural practices. The author asks what may be done to best support these communities in attaining equitable and sustainable development.

Cambodia has experienced rapid economic growth over the last decade. Cambodian gross domestic product (GDP) grew at an average annual rate of over eight percent between 2000 and 2010 and over seven percent since 2011. The tourism, garment, construction & real estate, and agriculture sectors accounted for the bulk of growth. The percentage of the population living in poverty also decreased to approximately 17.7 percent in 2012, the latest figures available. GDP per capita increased to an estimated USD 1,130 in 2014.

This guide teaches communities how to go through the process of getting papers (deeds) for their land. The end result of doing all of the work explained in this guide will be both papers for your land and a more organized, more united, and more peaceful community ready to develop and grow."

Twenty years after the Paris Peace Agreements, the Special Rapporteur takes stock of progress in Cambodia's human rights situation, with particular emphasis on land issues and land concessions. The report is based on missions to Cambodia in December 2011 and May 2012. The first enabled a human rights assessment of State institutions relevant to the electoral process in Cambodia, including the laws, policies and practices applicable to elections.

This document aims to explain the land case involving the Dey Krahorm community in Phnom Penh, Cambodia. It was compiled as an advocacy and legal tool to support the families who continue to live on the site and to challenge the legality of the contract which threatens to cost them their land. The report is based largely on documents and other information provided by community representatives of Dey Krahorm, and NGO partners involved in the case.
