This policy brief was developed in order to enable a meaningful engagement and policy dialogue with government institutions and other relevant stakeholders about challenges and opportunities related to recognizing customary tenure in Cambodia.
For the estimated 70% of the world population that lives on property without a formal land title, life can be precarious. The absence of ownership documentation raises families’ vulnerability to forced eviction and conflict; it precludes the use of the property to access financial services and other economic benefits; and it diminishes the value of property by restricting its transfer to an informal, opaque market. And yet, in many parts of the world, the process of obtaining a land title is not only expensive but also complicated and sometimes nearly impossible.

The Cameroonian government’s decision to reform the land legal framework is an opportunity to provide real protection for rural land tenure rights, in a context where major investments and projects are increasing tenure insecurity across the country. Responding to an invitation from the administration to help design this new framework, civil society stakeholders have issued multiple proposals over the years on the topics they think should be included in the new land law. The LandCam project has documented, analysed and consolidated these proposals.

Collaborative international research on tenure dates back at least to the early 1960s when the Land Tenure Centre was established at the University of Wisconsin-Madison and conducted some studies in collaboration with CGIAR social scientists. CGIAR interest in tenure increased in the early 1990s when natural resource management was strengthened as a component of the CGIAR agenda and the Centers on forests, agroforestry, and water (CIFOR, ICRAF, and IWMI) entered the system.

This brief note identifies the consequences of land acquisitions in peri-urban spaces around the cities of Bamako and Ségou, Mali. This contributes to debates surrounding the rapid expansion of African cities faced with rapid rural-urban migration and new arrivals settling in precarious conditions. The present study aims to clarify the various issues regarding land security of poor and other marginalized groups in Malian rural areas. It looks into questions relating to how poor and vulnerable groups obtain access to land and natural resources, and what factors cause their exclusion. It analyzes existing methods for formalizing land rights and land transactions and their impacts on the poor.
