The Lao Land and Forest Allocation Policy (LFAP) was intended to provide clearer property rights for swidden farmers living in mountainous areas. These lands are legally defined as “State” forests but are under various forms of customary tenure. The policy involves demarcating village territorial boundaries, ecological zoning of lands within village territories, and finally allocating a limited number of individual land parcels to specific households for farming.

A tale of two villages: An investigation of conservation-driven land tenure reform in a Cambodian Protection Forest

In this paper, we present an analysis of the change in household land use following a conservation-driven process of indigenous land titling reform in a Cambodian protected area. In each of the two study villages, we investigated how household land use had changed and the extent of compliance with both legal boundaries of titled areas and community regulations created to govern land use within these areas. A comparison of current household land holdings in each village with those at the start of the tenure reform process indicated a significant increase in household land holdings.

The term "access" is frequently used by property and natural resource analysts without adequate definition. In this paper we develop a concept of access and examine a broad set of factors that differentiate access from property. We define access as "the ability to derive benefits from things," broadening from property's classical definition as "the right to benefit from things." Access, following this definition, is more akin to "a bundle of powers" than to property's notion of a "bundle of rights".

While early attempts at land titling in Africa were often unsuccessful, the need to secure land rights has kindled renewed interest, in view of increased demand for land, a range of individual and communal rights available under new laws, and reduced costs from combining information technology with participatory methods. We used a difference-in-difference approach to assess the effects of a low-cost land registration program in Ethiopia, which covered some 20 million plots over five years, on investment.

Several studies have shown that the land registration and certification reform in Ethiopia has been implemented at an impressive speed, at a low-cost, and with significant impacts on investment, land productivity, and land rental market activity. This study provides new evidence on land productivity changes for rented land and on the welfare effects of the reform. The study draws on a unique household panel, covering the period up to eight years after the implementation of the reform.

In Vietnam, a quasi-private property regime has been established in 1993, with the issuance exchangeable and mortgageable land use right certificates. Using primary qualitative and quantitative data, this paper investigates the role of the titling policy in fostering the use of soil conservation practices by upland farmers in the northern mountains region. There, population growth and growing market demands have induced farmers to intensify agricultural production onto steep slopes.

This essay introduces a collection of ground- breaking studies that discuss responses that range from various types of organized and everyday resistance to demands for incorporation or for better terms of incorporation into land deals. Initiatives ‘from below’ in response to land deals have involved local and transnational alliances and the use of legal and extra-legal methods, and have brought victories and defeats.

How to Approach a Market? A Theoretical Concept for Defining and Describing Land Markets

Land markets have received a considerable amount of attention in economic literature. Since the treatment of the topic covers various approaches, areas, and questions, it seems desirable to attempt an overview of the results. This paper devises a way in which to present a complete picture of the land market by drawing together the various contributions. The first step is to establish a method by which a market in its entirety can be defined. It is suggested that the application of Oliver Williamson's "Four levels of social analysis" is an appropriate approach to be used in this endeavour.

The recognition of the customary land rights: lessons from the Province of Bié in Angola

Effective recognition of customary land rights is still a challenge in Angola, as in many other African countries. Despite customary land rights of the traditional rural communities are expressly recognized in the 2004 National Land Law, very few communities in Angola have been able to register their land. In the Province of Bié, in Angola central highlands, only five customary collective land titles (called Dominio Util Consuetudinario) had been issued within the period 2004-2015.
