This note on the Machobane system is based on information gathered by an FAO Investment Centre mission which visited Lesotho in July 1996 on behalf of the Government and the International Fund for Agricultural Development, to prepare the ground for the formulation of a Sustainable Mountain Agriculture Programme for possible IFAD financing. Observations of farmers attitudes and behaviour as well as relevant socio-economic data were collected in February 1996 in several villages of two Districts in Lesotho and are presented. Land Tenure Working Paper 14: Growing land scarcity and concern about land-related conflicts and rising levels of rural impoverishment have brought land to the fore once more. The main difference with the recent past is the wide spectrum of actors who want to take part in the elaboration of the land policies, as well as the more and more recognized need to root the proposals in the particular context of each specific country. The paper, focused on African experiences, starts by discussing the importance of Land Policy Issues at Regional Level.

Soils constitute the largest store of terrestrial carbon. When managed using Sustainable Soil Management (SSM) techniques, soils can play an important role in climate change adaptation and mitigation and could enhance the provision of ecosystem services by storing carbon (carbon sequestration) and decreasing greenhouse gas emissions in the atmosphere.

A major problem facing the areas already under cultivation, is the seriousness of soil degradation and loss of soil fertility due to indiscriminate misuse of agricultural lands, forests and grazing lands. The modern thinking assigns to soil conservation a comprehensive and more positive role than in the past. in that sustained improvement complemented by the preservation of available resources should form the central concept. Soil conservation must not be limited solely to agricultural and grazing lands.
