It shall not be lawful for any person to dig, take or carry away for building or construction purposes or for providing ballast for a vessel any sand, stone, gravel, etc. from any beach, seashore or floor or to move such materials along a public road., except under and in accordance with a license from the Director of Public works. A permit shall be in the form as set out in the Schedule. No transport of such materials shall take place at night. Transgression of prohibition may comport arrest and seizure of boats, conveyances, or animals used.

A prohibition to possess, keep on his premises, or have under his control on any premises, any sand, stone, shingle, or gravel that is unlawfully obtained is added to the list of prohibitions of section 4. Conditions of the granting of permits are modified. Powers of authorized officers under section 10 are modified so as to give such officers the power to enter into and search any premises, boat or conveyance where he reasonably suspects that sand, stone, shingle or gravel is kept in contravention with provisions of this Act.

This Act makes provision with respect to contracts relative to agricultural small tenancies. Section 8 concerns the termination of a contract of tenancy in the case of serious offence by the tenant against his or her duty to keep the land in good order. A tenant may assign, with the consent of the landlord, assign his interest in a registered land at any time to a person or persons (sect. 10). Sub-letting is prohibited. Rights of the landlord are set out in section 16. Part II deals with compensations for improvement.

Section 21 concerns the enforcement of planning control by the Authority. An enforcement notice may be issued by the Authority in the case of illegal development. Section 22 concerns proceedings following an enforcement notice, whereas section 23 specifies penalties for failure to comply with such a notice. Also the newly introduced sections provide matters related to enforcement: Section 24 concerns the validity of enforcement notices after compliance with such notices.

Land legislation shall be based on the principles set out in article 3. In accordance with the Constitution of the Kyrgyz Republic, land may be the state, communal, private or other forms of ownership (art. 4). Article 4 also defines state lands and communal ownership. Article 5 concerns rights of foreigners to use land. Transactions with rights to a land plot shall be subject to state registration and shall not require notarization, except for the cases provided by law (art. 9). Article 10 defines the Land Fund of the Kyrgyz Republic.

The Convention shall cover the Alpine region, as described in the Annex. The Contracting Parties shall take appropriate measures among others on population and culture, regional planning, prevention of air pollution, soil conservation and water management. The Contracting Parties shall pursue a comprehensive policy for the preservation and protection of the Alps by applying the principles of prevention, and cooperation, through the prudent and sustained use of resources.

The declared (sect. 3) objects of the Act are: ensuring effective and ecologically sustainable management of forest resources; promotion of a sustainable commercial timber industry, and; protection and conservation of forest resources, habitats and ecosystems including the maintenance of ecological processes and genetic diversity. The administration of matters affecting forests is entrusted to Commissioner of Forests appointed under section 6 and the Minister who shall be advised by the Solomon Forestry Board established under section 5.

This Act establishes principles for the development, management and preservation of agricultural activities (defined in Part II) in Laos. "Agriculture" is intended in a broad sense and thus the Act includes provisions relating to cultivation of crops, animal husbandry, fisheries, irrigation, management and conservation of agricultural land, use of fertilizers, protection of the environment, food supply, etc. Rights and duties of persons undertaking agricultural activities are outlined in article 10.
