Organizational partnerships for food Policy research impact: A review of what works

This paper contributes to our understanding of food policy–research partnerships and provides a review of the theory and empirical literature about the factors that contribute to effective food policy–research partnerships. The literature points to the emergence of organizational partnerships as primarily driven by subjective perceptions about potential partners, the complex and uncertain external environment, access to resources through partnership and expectations of potential impact of the partnership.

Given the number of undernourished people in the developing world and the increasingly complex risks to food security, policymakers are faced with an enormous agenda. Freeing people from hunger will require more and better-targeted investments, innovations, and policy actions, driven by a keen understanding of the dynamic risks and forces that shape the factors affecting people’s access to food and the links with nutrition.

In recent years, prices of agricultural land have increased quickly, actually doubling and tripling in many parts of the world. This land value reassessment has been prompted by rising crop prices and perceived land scarcity. But even as the value of land rises, land degradation continues and investments to prevent it are lagging. Awareness of environmental risks has moved to the forefront of global consciousness during the past 25 years.

Initiated in response to resurgent interest in food security, the series offers a yearly overview of the food policy developments that have contributed to or hindered progress in food and nutrition security. It reviews what happened in food policy and why, examines key challenges and opportunities, shares new evidence and knowledge, and highlights emerging issues.

The Yellow River basin (YRB) is the breadbasket of China and the “cradle of Chinese civilization.” The basin is characterized by severe water scarcity; the ratio of surface water withdrawal to water resources, at 64 percent in 2008, is among the highest in the world. Particular climatic conditions, the rapid socioeconomic development, and the absence of defined water rights have led to excessive water abstraction. During the last 50 years agricultural water use has increased by more than 250 percent, while water demand from industry and domestic use has grown even more steeply.

The year 2011 highlighted ongoing challenges to global food security, from food price volatility, extreme weather shocks, and famine to unrest and conflicts. On the policy front, major devel­opments at the global and national levels both offered grounds for encouragement and pointed to areas where further action is needed.

Both availability and access issues underpin Ethiopia’s food security challenges. The country is mostly dependent on drought-exposed, rain fed agriculture, and high transaction costs inhibit trade in staples. Most of the population lives in rural areas where poverty is widespread and livelihoods vulnerable to shocks and poverty traps. This paper looks at different approaches to improve food security in Ethiopia.
