Land as a discipline in academics and in policy and development discourses, has remained comparatively under-developed. Land administration continues to be isolated and sectorally divided, over-bureaucratized and often-politicized. Contrary to the need, land governance portrays legal complexity and institutional inadequacy and exclusiveness. Contested landscapes of land governance in India calls for partnerships and innovations to make development more inclusive and prosperity shared. Participation of land-actors and users, especially communities, civil society and private sector are critical, to make land governance equitable and sustainable. Centre for Land Governance attempts to bridge information gaps, create evidence and build platforms for connection and conversations among land-stakeholders, through knowledge engagements around action and policy research, evidence-based advocacy, communication and capacity building

CLRA is an independent, not-for-profit, non-partisan initiative, which works to support and strengthen Parliament and legislatures so as to realise the values of democratic governance. Through research, advocacy, networking and other allied activities CLRA seeks to promote and reinforce the constitutionally assigned roles and functions of parliamentary institutions. This includes supporting institutional development and capacity building aimed at cultivating a well-functioning, sustainable and pluralistic system of democratic polity.
Poverty and the Distribution of Land
Land reform is a many-splendoured thing. The term has been used to include not only redistributive reforms of ownership rights but also the establishment of collective or communal forms of farming, state sponsored land colonization schemes in frontier areas, and land tenure reforms, i.e., changes in the contractual arrangements between the landowner and those who cultivate the land. In addition, tax (and credit) measures intended to create incentives for large landowners to sell part of their holding sometimes are described as “market friendly” land reforms.

Access to Land in Rural India: Policy Issues and Options
This is a working paper. The purpose of this paper is to provide an overall framework for the critical assessment of alternative approaches to improving access to land by the rural poor in India , as part of a broader strategy for reducing poverty through rural growth. Viewing persistent constraints on access to land in their historical context, the paper considers India’s record in implementing land reforms, and identifies the elements of a new, complementary approach to improving access to land by the rural poor.

The present document provides an insight on the incidences of past disasters, and administrative, demographic, socio-economic and infra-structure perspective of the Uttarkashi district for assessing the vulnerability and capacity of the district in disaster risk reduction. The author has also attempted to discuss the causes and consequqneces of the recent event along with the response by various stakeholders. The report summarises the lessons learnt achieving and recommends measures that would be useful in devising strategies for achieving disaster risk reduction
