About NGOF


NGO Forum on Cambodia works to improve life for poor and vulnerable people in Cambodia. It is a membership organisation that builds NGO cooperation and capacity, supporting NGO networks and other civil society organizations to engage in policy dialogue, debate and advocacy.


The goal of NGO Forum is that the rights of the poor and vulnerable are recognized and supported by the policies and practices of Cambodia’s government and development partners, and the wider community.


Vision


NGO Forum’s vision is that well-informed citizens and civil society organisations in Cambodia positively influence pro-poor, equitable and sustainable development, supported by a transparent and accountable government.


Mission


NGO Forum’s mission is to coordinate and resource members and networks of NGOs in engaging in policy dialogue, debate and advocacy with and for poor and vulnerable people in Cambodia.


Goal


NGO Forum’s overall goal is to ensure that citizens and civil society organisations are well-equipped to contribute and influence policy making and implementation processes for the benefit of poor and vulnerable people of Cambodia.

New actions and existing policies: The implementation and impacts of Order 01

Order 01 on Measures for Strengthening and Increasing the Effectiveness of the Management of Economic Land Concessions (Order 01) declared a moratorium on the granting of new ELCs and called for a review of existing concessions. This was expanded one month later when the Prime Minister formally announced a new nationwide land titling campaign. This report sets out to fill in some of the information gaps around Order 01, and to assess the major criticisms of the campaign.

The exclusion of urban poor communities from systematic land registration in Phnom Penh

This study explores the reasons behind the government’s exclusion of many Phnom Penh urban poor communities (UPCs) from the Systematic Land Registration (SLR) process, and the impact of this on affected households, particularly women and children. The study was conducted in 12 UPCs that had been excluded from the SLR process in six khans where SLR had been completed or was well under way. Data collection methods included interviews with 60 households from excluded UPCs, as well as village chiefs, community representatives, government officials, and NGO members.

Effective implementation of REDD+ activities, the integration of environmental, social, and economic needs must be considered to achieve sustainable forest management. The Royal Government of Cambodia and development partners should seek to build community knowledge regarding REDD+ concept, and laws relevant to REDD+. Representatives of local communities and CSOs in the national REDD+ structure must be selected democratically.
