The purpose of these Regulations is to speed up the development and utilization of barren hills and wastelands, promote rural economic development, and protect the legitimate rights and interests of lease parties of barren hills and wastelands. The Regulations consists of 30 articles divided into 5 Chapters: General provisions (I); Rental and lease (II); Rights and obligations of the parties (III); Lease contract (IV); Supplementary provisions (V).The term lease mentioned in these Measures refers to the behavior that a rural collective economic organization leases the right to use barren hills and wetlands thereof for the development and management of forestry, farming, aquaculture production, under the precondition of not changing the land ownership. The lease of barren hills and wetlands shall not include the right to use underground resources, buried objects and farmland water conservancy facilities (art.2).The lease of barren hills and wetlands must adhere to the principle of openness, fairness, justice and voluntary participation(art.4).
