This Regional Law regulates turnover of agricultural land and agricultural land shares in common property. Privatization of agricultural land pertaining to public and municipal property shall start from the date of entry into force of this Regional Law. It establishes maximum agricultural land area that can be owned by a single household or by a single legal person, distributed and specified district by district.

This Regional Law regulates relations concerning ownership and tenancy of land, and determines terms and conditions for allocation of plots of agricultural land pertaining to state and municipal property, and also the modalities of expropriation of thereof in regional and municipal ownership. Regional administration shall have preferential terms for purchase of agricultural land in case of sale thereof by natural and legal persons at market price.

This Regional Law regulates relations in the sphere of turnover of agricultural land within the plenary powers of the regional authorities, including ownership, disposal, tenancy and purchase of agricultural land. Privatization of agricultural land, pertaining to regional of municipal property, shall be authorized beginning from 1 January 2004. Maximum agricultural land plot area that can be owned by a single household or by a single legal person within a single administrative unit shall not exceed ten percent of total available agricultural land area.

Minimum consolidated agricultural land plot area shall be thirty hectares. Maximum agricultural land plot area that can be owned by a single household or by a single legal person within a single administrative unit shall vary from fifteen to forty percent of total available agricultural land area within the boundaries of a single municipal unit.

Privatization of agricultural land pertaining to regional state or municipal property shall begin from 1 January 2004. Minimum consolidated agricultural land plot area shall be two ha.

This Regional Law regulates relations concerning turnover of agricultural land, including land shares in common property, within plenary powers pertaining to the jurisdictional competence of the regional administration. Only agricultural land plots that have passed cadastre registration shall be authorized for purchase and sale. Local government shall have preferential terms for purchase of agricultural land in case of sale thereof at face value, except for sale through public tenders and except for expropriation of land plots for public and municipal needs.
