This Law provides for general town and country planning and provides rules relative to development in Jersey. It also provides for the protection of trees. The purpose of the Law is to conserve, protect and improve Jersey’s natural beauty, natural resources and general amenities, its character, and its physical and natural environments. An application for planning permission to carry out prescribed development under this Law shall be taken to include any environmental impact statement relating to the application prepared and provided in accordance with provisions of this Law.

The purpose of these Measures is to strengthen and regulate the activities and consolidate the achievements of restoring farmland to forest projects, to improve the ecological environment, and to ensure the economic development and income increase of farmers and herdsmen in the project areas. The Measures are composed of 25 articles. The overall plan and the annual implementation scheme on restoring farmland to forest shall be worked out by the competent forestry authority of the regional government and shall include farmland listed in article 7.

This Decision approves the master plan on the socio-economic development in the northern midland and mountainous region through 2020. Ministerial Decree No. 214 On lease of public forest land.

This Ministerial Decree regulates the modalities of lease of public forest land to natural and legal persons. Forested and unforested land can be granted on lease for reforestation in accordance with contract for the period of 10 years. The applicant shall submit the application form containing personal data, address, location of requested forest plot land to the Ministry of Ecology and Natural Resources. Sub-lease of public forest land shall be prohibited.

The Decree provides the allotment of state-owned land destined to planting of perennial trees, seasonal crops and forestation, plus the water surface required for aquaculture farming to individuals, households and organizations which shall invest in the resulting production. Après la COP28, favoriser l’innovation pour mieux mesurer l’adaptation

À mesure que les impacts du changement climatique s’intensifient, il est essentiel de comprendre si l’humanité est sur la bonne voie pour s’adapter ou sur la voie d’une augmentation des niveaux de risque. Cela soulève de nombreux défis, notamment méthodologiques. Dans le sillage de la COP28, cette conférence vise à explorer les outils qualitatifs innovants pour mesurer les progrès d’adaptation, offrant des perspectives complémentaires aux méthodes quantitatives traditionnelles.

Alors que le changement climatique continue de s'accentuer, et que les risques associés deviennent plus intenses et complexes que prévu, le dernier rapport du GIEC a montré que les politiques et les projets d’adaptation au climat sont souvent mal suivis.

Les méthodes d’évaluation basées sur des indicateurs quantitatifs ont été jusqu’à présent prédominantes, mais elles montrent des limites, notamment en ce qui concerne la difficulté d’identifier les données statistiques qui saisissent la nature complexe de l’adaptation (par exemple, au-delà des mesures quantitatives du PIB ou du revenu).

Cet événement vise à présenter des outils qualitatifs innovants pour mesurer l’adaptation basés sur des jugements d’experts structurés : Gap Track (IDDRI), le Système d’évaluation de la résilience (Banque mondiale) et le Diagnostic de la capacité d’adaptation et de résilience des pays (Banque mondiale), sont des contributions majeures pour mieux évaluer les progrès de l’adaptation à différentes échelles.

De tels outils d’évaluation peuvent donc s'avérer essentiels, à la fois pour alimenter l’Objectif mondial d’adaptation (GGA) de la CCNUCC, en particulier le programme de travail biennal sur les indicateurs décidés à la COP28, ainsi que pour les ministères de l’Environnement et tous les partenaires de développement international, dans la perspective du deuxième bilan mondial en 2028.
