There is growing degradation in sylvo-pastoral lands that were originally under common property regimes, but over which the state now asserts ownership. User associations are being given the right to take charge of regulating how these areas are sustainably exploited by means of use agreements, and are proving an effective instrument in halting the degradation process.

Preamble of Land Act: "Whereas, legislative reforms initiated from the Golden Throne have resulted in enactment and amendment of many laws for the benefit of the people of Bhutan, the Land Act of Bhutan shall stand testimony to the continued commitment and diligence of the Druk Gyalpo in his pursuit to promote the well-being of the Bhutanese people.

Decision: Expropriation, if misused or abused, would trench on the property rights of individuals without due process of law.

Article 1

"This Law is enacted in accordance with the Constitution for the purpose of upholding the basic economic system of the State, maintaining the order of the socialist market economy, defining the attribution of things, giving play to the usefulness of things and protecting the property right of obligees."

Article 2(1): 

"1. Civil legislation is based on the recognition of the equality of the participants of the relations regulated thereby, inviolability of property, freedom of agreement, prohibition of arbitrary interference in somebody's private affairs, indispensability of the free exercise of civil rights, and provision for the restitution of violated rights and their defence in the court."

Article 1 - Objectives:

"This Decree is issued for the purpose of implementing the Land Law relating to the management, protection, use and development of land in an efficient, peaceful, and fair manner as well as ensuring the compliance with the set-targets and the uniformity of practice throughout the country."

This decree is Honduras' general property law.

Preamble: "Hong Kong has been part of the territory of China since ancient times; it was occupied by Britain after the Opium War in 1840.  On 19 December 1984, the Chinese and British Governments signed the Joint Declaration on the Question of Hong Kong, affirming that the Government of the People's Republic of China will resume the exercise of sovereignty over Hong Kong with effect from 1 July 1997, thus fulfilling the long-cherished common aspiration of the Chinese people for the recovery of Hong Kong.
