Order No. P/115 of the Federal Land Cadastre Service validating land cadastre documentation.

This Order establishes the requirements for legalization of state cadastre registration of the plots of land. Application for state cadastre registration shall contain the following requisites: (a) applicant data, including full name of the organization submitting request for cadastre registration of land plot; (b) rightholder and transferee; (c) application text in Russian; and (d) description of land plot, existing cadastre number thereof and, in case of absence thereof, reference number of land ownership certificate. Annex 1 contains application form.

This Order establishes subdivision of the territory of the Russian Federation into 89 cadastre districts assigns numbers thereto and validates cadastre mapping of the national territory. It also entitles the Federal Land Cadastre Service with the task of keeping state land cadastre of cadastre districts.

This Regulation establishes the modalities of the issuance of extract from state land cadastre in the form of cadastre map land plot. The purpose of the aforesaid cadastre map shall be to establish the boundaries of land plots on location and for graphic representation (mapping) of newly formed parts of land plots. Annex 1 contains the form of cadastre map.

This Regulation establishes the modalities of inventory of previously registered land plots, maps and location of land plots. The list of previously registered land plots shall include: (a) land plots with assigned cadastre numbers; and (b) land plots without cadastre numbers. For the purpose of the identification of land plots subject to insertion in the inventory list of cadastre district shall be consulted and analysed the following documents: (a) land register; (b) register of cadastre numbers; and (c) list of payers of land tax and rent.

This Order establishes that uniform state land cadastre shall represent common state multipurpose and multilevel system containing reliable data on natural, economic and legal state of land in the Russian Federation, including objects of cadastre registration.

Order No. 59 of the Ministry on Land Policy, Construction, Housing and Communal Services validating the Regulation on calculation of land area in condominiums.

This Order establishes that calculation of land area in condominiums and the establishment of boundaries thereof shall be carried out for the purpose of land use planning, establishment of land shares in common property, efficient use of urban land , taxation and state registration of immovable property. Land area in condominiums shall be ascertained in the process of elaboration and mapping of the boundaries of condominium in accordance with land use planning documentation. The Order contains calculation formula.

This Decree establishes price formation on land plots registered in state land cadastre and regulates access to information of state land cadastre. Register of land prices shall be an integral part of state land cadastre and shall contain data on the prices of land plots and immovable property.

The purpose of the Decree is urban land valuation for the establishment of cadastre value. The object of valuation shall be plots of urban land registered in state land cadastre. Land valuation shall be carried out periodically as of 1 January of the current year.

This Decree establishes the modalities of demarcation, restoration and determination of the boundaries of land plots and legalization thereof. It shall be compulsory for land tenants, landowners, lessees and organizations and individual entrepreneurs carrying out land survey practices. The establishment of lands plot boundaries shall be compulsory preliminary condition for land allotment.
