This year's edition of the little green data book includes a focus story on oceans and its ecosystem services, as well as estimates of global marine fisheries wealth accounts, a first step in capturing the value of this important resource stock. A new set of ocean-related indicators are also introduced, highlighting the role of oceans in economic development and providing policy makers the information to make better decisions for the sustainable management of oceans.

Over the past year, the global economy has cooled significantly, a far cry from the boom just a year ago in various countries and across markets. At the same time, the scientific community communicated the heightened urgency of taking action on climate change. Policymakers at national, regional, and international levels have put forward proposals to respond to the climate challenge. The most concrete of these is the adopted European Union (EU) climate and energy package (20 percent below 1990 levels by 2020), which guarantees a level of carbon market continuity beyond 2012.

Many African countries have thin energy and industrial sectors with limited opportunities to reduce carbon emissions, certainly relative to countries such as China and India. Carbon sequestration from avoided deforestation and from agriculture--potentially important areas for climate mitigation and important in many African economies--has been systematically excluded from the Clean Development Mechanism (CDM).

This Act is enacted to fairly, promptly and effectively handle public nuisance disputes, to safeguard the rights and interests of the people, and to improve social harmony. It consists of 51 articles divided into 4 Chapters: General Provisions; Organizations Handling Public Disputes; Settlement Procedures; Supplementary Provisions.The “public nuisance” in this Act means human activities which destroy the living environment, and damage or endanger public health.

The Regulation provides principles and procedures for the protection and proper utilization of agricultural lands.

The Environmental Protection Agency shall be the competent authority for the purposes of the Directive on integrated pollution prevention and control here implemented.
