No âmbito do Projecto Apoio ao Desenvolvimento do Sistema Judiciário PIR PALOP financiado pelo FED e pelo IPAD, estão a ser criadas Bases de Dados de toda a Legislação e Jurisprudência publicada desde a independência até à actualidade em todos os PALOP, num processo que envolve igualmente capacitação institucional.
O consórcio luso-angolano liderado pela Ecosphere (Consultores em Ambiente e Desenvolvimento, Lda. - Portugal) e integrado pela Barents (Investigação e Desenvolvimento Tecnológico, Lda. – Portugal) e pela Pecar (Assessoria e Consultoria Técnica – Angola) responsável pela criação das bases de dados irá realizar em Lisboa (Hotel Vip Arts), nos dias 10, 11 e 12 de Novembro, uma sessão de trabalho conjunta.
Após o estabelecimento de contactos nos cinco países envolvidos e o levantamento in loco das necessidades e da informação existente, a presente sessão reunirá os pontos focais nomeados pelos respectivos Ministros da Justiça de cada PALOP, os Presidentes das Imprensas Nacionais, os Ordenadores Nacionais do Fundo Europeu de Desenvolvimento e representantes de outras entidades co-financiadoras e a equipa de assistência técnica (composta por consultores nacionais e a equipa multidisciplinar de coordenação).
A agenda de trabalhos incluirá, entre outros pontos, a discussão e aprovação das características do sistema informático, a capacitação técnica dos representantes de cada país na recolha, selecção e análise da legislação, jurisprudência e doutrina relevante bem como a identificação de cenários para a sustentabilidade futura das Bases de Dados Jurídicas.

This Legislative Decree amends Legislative Decree No. 1/2006. Amendments deal with the classification of lands and the bases for land use planning under the national territory.
Presidential Decree No. 216/11 establishing the National Policy for Land Concession Rights.
This Presidential Decree, consisting of 2 Chapters, establishes the National Policy for Land Concession Rights. It specifies the general basis of the above mentioned National Policy, defining the mechanisms for accessing, using and exploitation lands, taking into consideration that the access to land is a fundamental for reconstruction, construction and socio-economic development of the country. It applies for agricultural, urban, mining and touristic lands.
Decree No. 58/07 approving the General Regulation for Land Concession.
This Decree approves the General Regulation for Land Concession. This Regulation, consisting of 10 Chapters, specifies the general basis of the legal regime defined by Law No. 9/04. It establishes the legal framework for the concession of free lands within the Republic of Angola. It does not apply for private property lands, which will be regulated by the Civil Code. This Regulation aims at: defining the process of concession, recognition, transmission, usufruct and the end of rights on such lands.
Decree No. 2/06 approving the General Regulation for Urban and Rural Territorial Plans.
This Decree approves the General Regulation for Urban and Rural Territorial Plans (REPTUR). The Regulation, consisting of 6 chapters, establishes the requirements to be satisfied in order to perform territorial management and any public or private activity, programmes or projects to be realized within the territory of Angola, as prescribed by Law No. 3/04. It specifies the legal framework to be met in order to perform harmoniously the territorial planning of the country. The Regulation is divided as follows: Territorial Planning System (Chap. I); Territorial Plan Designing (Chap.
Presidential Decree No. 232/11 regulating the expropriation regime of public coastal lands.
This Presidential Decree, consisting of 2 Chapters, regulates the expropriation regime of public coastal lands designated to infrastructures and support equipments for beach facilities on the entire coastal area up to the maritime zone (excluding harbours and military areas) and the land protection area with a maximum width of 500 metres, transferring the competencies to the private domain of the respective Provincial Governments.
