The purpose of this Regulation is to protect and rationally utilize grasslands, develop modern animal husbandry, maintain ecological balance and promote the sustainable development of economy and society. The Text consists of 52 Articles divided into 6 Chapters: General Provisions (I); Protection and Utilization (II); Contractual Management (III); Construction Responsibility and Grass Seed Management (IV); Legal Liabilities (V); Supplementary Provisions (VI).The people's governments at county level shall be responsible for the grassland survey and planning, and the delineation of basic grasslands. The area of basic grasslands shall not be less than eighty percent of the grassland area. Where it is really necessary to expropriate or use grasslands for exploiting mineral resources and engineering construction, must be reviewed and approved by the provincial competent grassland authority. Contractual management system shall be applied to the grasslands under collective ownership, and the grasslands under ownership by the state that are assigned to collectives for use. In order to be engaged in grass seed production and operation, the grass seed production or operating permit need to be obtained. The Regulation makes provision, inter alia, for measures to be taken for degradation of grassland functions due to over-grazing; and offences and penalties.
