The Law consists of 25 Articles. The present Law determines the juridical, organizational and economic peculiarities of leasing and is aimed at attracting investments on the basis of leasing activity. Enterprises and other property complexes, buildings, structures, equipment, transport means and other movable and immovable property pertaining to the main means can be subject to leasing. Plots of land and other natural objects and also the property prohibited for free circulation in Turkmenistan or for which the special order of circulation is set, can not be subject to leasing.

This Act provides for the leasing of agricultural land, forest land, meadows and pastures that are property of the State. The Act consists of 18 articles and is divided into five chapters: general provisions, the contractual terms of leasing, the time terms of land leasing, the minimum size of land and the approval of request. Under article 1, the State may lease land under its ownership to national or foreign physical and juridical persons.

The stock of land in accordance with its destination is subdivided into the following categories: 1) agricultural land; 2) urban land; 3) industrial land; 4) land of protected areas; 5) forest land; 6) water land; 7) reserve land. The document consists of 5 Sections composed of 21 Chapters that contain 170 articles. Section 1 (Chapters 1-2) lays down general provisions. Chapter 1 (arts. 1-12) lays down general provisions. Chapter 2 (arts. 13-19) establishes competence of state institutions in the field of land relations.

The Chairman of the Central Housing and Planning Authority shall keep a register of all persons defined by this Act as landlords, i.e. any person who under any tenancy is entitled to rents and profits of land or buildings. Every landlord shall register as a landlord within two months of the commencement of the tenancy. Applications for registration shall be made in the form set out in the Schedule. The State shall be exempted from registration as a landlord. Other provisions of this Act deal with transfer of registration or amendments in the register.

Le présent décret a pour objet de fixer les conditions et modalités d'administration et de gestion des biens du domaine privé et du domaine public de l'Etat en application des dispositions y relatives de la loi n° 90-30 du 1er décembre 1990 portant loi domaniale. Il est formé par 190 articles repartis en 3 titres, à savoir: Domaine privé de l'Etat (I); Domaine public de l'Etat (II); Disposition diverses (III). Les biens domaniaux régis par le présent décret font l'objet d'inventaire général.

An Act to amend the Western Lands Act 1901 with respect to the recognition of public and other roads, the assessment of annual rents and the constitution and functions of a Western Lands Advisory Council. This Regulation implements the Western Lands Act 1901 by providing specifications on local land boards (Part 2), leases in Western Lands (Part 3), consents to cultivation and clearing licences (Part 4), fencing and road construction. The Regulation is completed by four schedules: Fees, Survey fees, Circumstances in which consent to cultivation is not required, and Exemptions for requirements to obtain clearing licence.
