The second volume of Land Reform, Land Settlement and Cooperatives for 2004 comprises eight articles that examine a range of areas central to land tenure activity. They provide a stimulating and, in some cases, critical set of perspectives on how best to tackle some of these issues.

The present paper – the third in the HIV/AIDS Programme Working Paper Series – is based on field research conducted by two grassroots organizations – CINDI-Kitwe in Zambia and GROOTS Kenya in Kenya to map out and document cases of property grabbing from children, in particular those who became orphans due to AIDS. It is intended to explore methods which grassroots organizations use or can use to document their work.

Ces Directives représentent le plus grand «terrain d’entente» sur la gouvernance foncière qui a été trouvé à ce jour dans un forum mondial. Ce consensus a été construit sur la base de (développé à travers des) négociations intergouvernementales avec la participation de incluant la société civile, du le secteur privé et des institutions académiques et de recherche.

The countries in Central and Eastern Europe began a remarkable transition from a centrally-planned economy towards a market economy in 1989 when the Berlin Wall fell and the Iron Curtain lifted. Land reforms with the objective to privatize state-owned agricultural land, managed by large-scale collective and state farms, were high on the political agenda in most countries of the region at the beginning of the transition. More than 20 years later the stage of implementation of land reform varies.

Las mujeres aportan contribuciones significativas a la economía rural en todas las regiones de los países en desarrollo. Sus roles difieren según las regiones, aunque siempre tienen un menor acceso que los hombres a los recursos y oportunidades que necesitan para ser más productivas. Si se incrementara el acceso de las mujeres a la tierra, la ganadería, la educación, los servicios financieros, la extensión, la tecnología y el empleo rural, aumentaría su productividad así como la producción agrícola, la seguridad alimentaria, el crecimiento económico y el bienestar social.

This paper discusses the development of a new Land Law in Mozambique 1 , under the leadership of the Technical Secretariat (TS) of the Inter-ministerial Commission for the Revision of Land Legislation (popularly known as ‘the Land Commission’). The TS began work on the new law in August 1995 after first formulating a new National Land Policy. The National Assembly approved the law two years later. Regulations and other instruments needed to implement it were completed in December 1999.

Safeguarding property rights of vulnerable people is an important policy issue, not least in the quest for poverty reduction in poor societies. This issue has become urgent due to recent developments, including the AIDS epidemic, globalization, climate change and other similar social and natural forces. This study sets out to assess the extent to which property and inheritance rights of widows and orphans are violated or protected in the context of HIV and AIDS in two rural communities in Tanzania.
