Provisions on the Legislation Procedure of the Ministry of Land and Resources.

The purpose of these Provisions is to regulate the legislation (MLR), strengthen legislation coordination and guarantee legislation quality.The Provisions govern the MLR's activities of drafting the review version of laws and administrative regulations, coordinating the legislation of the related laws and administrative regulations and formulating, amending and abolishing departmental rules. The Department of Policies and Laws shall, according to the legislation planning of the Standing Committee of the National People's Congress and the legislation requirements of the State Council, organize the draft of the MLR's legislation planning in light of the needs of the land and resources management reform and development and submit the draft planning to the executive meeting of the MLR for deliberation. The legislation drafting department (bureau or office) of a legislation project shall work out a drafting plan according to the legislation planning and the annual legislation plan, assign special personnel or form a special working group to do the drafting work, and report the drafting progress and situations to the Department of Policies and Laws in a timely manner.
