The authorized representatives of the state bodies of state power of the Russian Federation and the bodies of state power of the Republic of North Ossetia-Alania have agreed on the following: 1)The relations between State Bodies of the Russian Federation and State Bodies of the Republic of North Ossetia-Alania shall be governed by the Constitution of the Russian Federation, the Constitution of the Republic of North Ossetia-Alania and the present Treaty. 2) The Republic of North Ossetia-Alania shall execute the authority in the following fields: a) management of state property; b) decide issues relating to possession, use and disposal of land, subsoil, water, forest resources in accordance with the legislation of the Russian Federation and the legislation of the Republic of North Ossetia-Alania; c) conservation of natural, historical and cultural monuments. 3) The Russian Federation and the Republic of North Ossetia-Alania jointly are authorized to administer the following issues: a) management of state property; b) decide issues relating to possession, use and disposal of land, subsoil, water and other natural resources. b) delimitation of state property; c) management of natural resources, environmental protection and ensuring ecological safety, protected areas, conservation of historical and cultural monuments; d) conservation, utilization development and protection of health resorts, medicinal and sanitary localities and natural health resorts situated on the territory of the Republic; e) carrying out the arrangements for the prevention of natural disaster and liquidation of their consequences. 4) The following issues are within the jurisdiction of the Russian Federation: a) federal state property and its management; b) establishment of the basis for federal policy and federal programs in the field of governmental, economic, environmental, social, cultural and national development of the Russian Federation; c) federal power systems, nuclear energy, fissile materials, federal transport, traffic, communication pathways, information and communication systems; d) status and defence of state borders, territorial waters, air space, the exclusive economic zones and continental shelf of the Russian Federation; e) meteorological service, standards, gauges, metric system and time calculation, geodesy and cartography; f) Federal State Service.
Repealed by: Agreement regarding invalidation of Agreement between the Russian Federation and the Republic of North Ossetia-Alania regarding the delimitation of jurisdictional subjects and plenary powers between the State Bodies of the Russian Federation and the State Bodies of the Republic of North Ossetia-Alania.
