This Regulation has been elaborated by the specialists of the Committee on Land Reform and Land Resources (ROSKOMZEM) and determines the modalities of working out, issuing (substitution) and conservation of official documents. This Regulation was approved by the Scientific and Technical Council and was validated by the Committee on Land Reform and Land Resources of the Russian Federation. Official documents in accordance with the established form are issued by the local administration to all citizens, enterprises, departments and organizations in the time of concession in accordance with the established modalities of the plot of land on condition of ownership, tenancy and in case of re-registration of the right of ownership to the previously conceded plot of land. Re-registration of the right of ownership to the plot of land is carried out in the following cases: a). Modification of the legal status of the plot of land (concession in ownership, possession, tenancy); b). Extension or reduction of land-ownership, land-tenancy; c). Modifications as regards area or mapping of the plot of land; d). Numerous modifications to the official document hindering its reading or comprehension of the delimitation of boundaries on the map; e). Passage of the right of ownership to the plot of land to another owner, landlord, tenant. The document consists of IV Sections and contains 2 Annexes. Section I lays down the general provisions. Section II regards the modalities of working out official documents. Section III determines the modalities of issuing (substitution) of official documents. Section IV determines the modalities of conservation of official documents. Annex 1 contains the form of certificate attesting the right of ownership of the land share. Annex 2 contains the form of the register of official documents attesting the right of ownership on land, life-long hereditary property and open-ended (permanent) land tenure.
