These Regulations aim to strengthen land management, protect land resources, utilize lands rationally, protect cultivated lands, improve ecological environment, and promote the sustainable development of social economy. The Text is divided into 10 Chapters: General Provisions (I); Ownership and Right to the Use Land and Registration (II); Land Use Control (III); Land development and reclamation (IV); Conversion of Agricultural land into Non-agricultural Land and Land Expropriation (V); Market Management of State-owned Land Use right (VI); Market Management of Collectively Owned Land Use Right (VII); Supervision and Examination (VIII); Legal Responsibilities (IX); Supplementary Provisions (X).People's governments at all levels shall formulate the overall planning of land use in thiir administrative regions. Provincial People's Government shall, in accordance with the overall plan of land use and the situation of farmland occupation, develop the provincial cultivated land reclamation planning and quality standards. Land use control system shall be applied. The Regulations further provide for: land registration and certificate issuance; strict control of conversion of agricultural land into construction land; total amount control of construction land; special protection of the ecological public forest land; requirements and conditions for land tenure transfer, contracting, lease, mortgage; offences and penalties; etc.
