This Decree, consisting of 5 articles, creates the Water and Soil Conservation Policy in the state of Rio Grande do Sul, coordinated by the Secretariat of Agriculture, Livestock and Irrigation, in order to stimulate and promote actions aimed at soil and water conservation. This Policy aims to improve the productive, social and environmental relations.

The Order sets out requirement standards for good agricultural and environmental conditions in order for farmers to comply with regulations on granted subsidy for land development, in accordance to the Rural Development Programme for the period 2007-2013.

This Decree establishes the modalities of estimate and calculation of rates of permissible impact on protected areas in the process of performance of tourism, recreational and healthcare activities.
