The Regulations are divided into 7 Parts: General provisions (I); Erosion and Sedimentation Control Plan (II); Erosion and sedimentation control measures and facilities (III); Cultural preservation measures (IV); Restoration (V); Permits (VI); Enforcement (VII).Article 3 lists interpretations. The Regulations shall apply to earthmoving operations as specified in article 4. Article 5 formulates a general requirement that all earthmoving operations shall be conducted in accordance with these Regulations and in such a way as to prevent erosion, accelerated sedimentation and disturbance of “potential cultural resources”. Persons moving earth shall design and implement erosion and sedimentation control measures which shall be set forth in a plan (art. 5) which shall be prepared by qualified persons (art. 7) and shall consider factors specified in article 8. Article 9 concerns projects involving water. Control measures specified in articles 11 and 12 shall be incorporated in all earthmoving operations to which these Regulation apply. Article 19 requires stabilization measures to be taken after earth moving operations so as to prevent erosion or accelerated sedimentation. Other restoration measures are prescribed. Permits shall be obtained from the Authority under articles 22 to 24.
