This Regulation consist of 3 Chapters divided into 19 articles and it provides for the auction of land use rights in order to assign land with the collection of land use levies or to lease land. Article 3 specifies cases entitled to land assignment or land lease through auction. Conditions on land plots which have to be auctioned and conditions to participate to auctions are described in articles 5 and 6.

This Act makes provision, in 22 Chapters, for the management and conservation of forest resources of Liberia, defines ownership rights and other rights in forests, provides for the protection of the environment and wildlife in forests, regulates the trade in forest products and provides for various other matters relative to forestry and wildlife.Chapter 2 defines rights in forest resources in Liberia and grants the right to the Forestry Development Authority to lease out forestry land.

This Decree provides for the collection of land and water surface rents. The State shall lease land or water surface with an annual collection of rents in the cases specified in article 2. Chapter II gives specific provisions on land and water surface rent units and provides for the determination of land and water surface rents, etc. Provisions on land and water surface rent exemption and reduction are provided for in Chapter III. Chapter IV provides for the collection and payment of land and water surface rents.

These Rules prescribe a fee for every consent in respect of a transfer conveyance, assignment, mortgage, charge, sale, lease or sub-lease of a developed plot of Government land as provided for Government Lands (Consents) Rules and for every consent in respect of any other transaction or dealing with land (within or outside a municipality) not otherwise provided for in the Government Lands Act. The fee shall be charged notwithstanding anything contained in the Government Lands (Consents) Rules for any consents applied for and given by the Commissioner of Lands.

These Rules concern the consent of the President of Kenya to the execution of a mortgage of Government land in lease and consent of the President to any assignment, transfer or sublease between parties of the same piece of land for all leases of farms or town plots issued under the Crown Lands Ordinance, 1902.

These Rules prohibit the lease or sale of Government land outside the area of any township or station within a given distance from the centre of any public road. Furthermore, no building, fencing or other obstacle shall be erected within a given distance from the centre of any public road outside the area of any township or station.
